Q. I am an American citizen. How may I apply for a Fulbright grant to teach, study, or conduct research in Romania?
A. The Fulbright Foundation awards grants to American citizens. You may apply for these grants through the Institute for International Education (IIE) http://us.fulbrightonline.org/home.html (students), and the Council for International Exchange of Scholars (CIES) www.cies.org (professors, scholars, and artists). Available positions and disciplines, as well as application forms, are posted on the CIES and IIE websites. The deadline for applying for these grants is also posted on the websites.
Q. Is a letter of invitation required? Who arranges the affiliations?
A. A letter of invitation from potential Romanian host institutions is recommended, but not required. The Commission will arrange host institution affiliation for applicants for those awards not located at a specific institution, also taking into consideration the condition that as many university centers in Romania should benefit from the presence of Fulbright grantees.
Q. Who selects the grantees?
A. The first screening is done at CIES/IIE by a team of scholars and specialists in the relevant disciplines, who prepare a list of recommended scholars and students. The Fulbright Commission in Romania, under the guidance of the Fulbright Board of Directors, reviews the qualified applicants forwarded by CIES/IIE and selects grantees. The grants are normally announced in March of the grant year.
Q. I am applying for a teaching grant. Must I speak Romanian?
A. English is sufficient for lecturing, although universities sometimes may provide translating assistance. Knowledge of spoken and written Romanian commensurate with the proposal is required only for participants in the U.S. Student program who are studying or conducting research.
Q. If I am awarded a grant to teach or conduct research in Romania, when may I begin my stay?
A. Grants commence at the beginning of each academic semester-October and February. Although you must specify proposed dates on your application, these might change in agreement with your Romanian host. It is best to confirm travel dates as early as possible to the Fulbright Commission.
Q. Is the money I receive from the grant sufficient to cover my expenses throughout my stay?
A. The Fulbright grant covers international travel, a monthly stipend covering accommodation and living expenses. Although living costs tend to grow constantly in Romania, these amounts cover basic expenses of the grantee and one dependent.
Q. How can I find housing?
A. The contact persons, faculty members and/or foreign relations department staff in the Romanian universities of affiliation will assist you in the process. The Commission may also provide you with addresses of realtors and agents who can help you find housing. Grantees are also advised to check the classified ads of Romanian real estate agencies.
Q. How will I find my way around the university and learn about my various duties?
A. A faculty member, often the department head who has arranged for your invitation/affiliation, is responsible to inform you about teaching duties, office space, libraries, exams, grading, and other particulars. You should contact this person directly before the start of your program.
Q. Is it possible to postpone a Fulbright grant?
A. The grant may not be postponed to a subsequent academic year.
Q. Under what circumstances is it possible to make a renewals or extension of the grant?
A. If you wish to be considered for an extension or renewal, please let the Commission know by making a written request and including a justification for either an extension or renewal, accompanied by a letter of support from the host university. Considering budget restrictions, extensions and renewals will be approved only under special circumstances.
